Consider the proposal for a one-half percent sales tax increase in Cass County that will be used to fund the economic development plan (the “growth plan”) for the county, as envisioned by the Greater Fargo-Moorhead Economic Development Corporation (GFMEDC). The sales tax increase is projected to raise $9.4 million the first year it is enacted and over $100 million over the course of the 12 years it would exist. The funds are purportedly going to fund several projects aimed at encouraging the development of business “growth sectors”, including building a high-tech research center. Growth sectors, according to proponents of the tax increase, are sectors of the national economy that are growing and (surveys suggest) will continue growing in the future.
